City Council Structure and Vacancies:

The City Council consists of seven numbered at-large non-partisan positions, serving four-year terms.  This November, Positions 2, 4, and 6 are up for election, and none of the three incumbants are running for re-election.  So, there are going to be three new voices on the Council, and Rick's voice is needed there.
